What a Specstamp file is: the 18 lines for one property, each read from the county’s or the city’s own records or from the city’s lien letter, with the source and the date read. What it isn’t: title insurance, a title examination, a guarantee or legal advice. County records don’t show unrecorded city charges such as utility balances, open permits or code cases; those lines come from the city’s own records or its lien letter and stay “Not run” until they do. A line marked “Not run” was not checked and is not a zero balance.
